Hey everyone....

So I want to complete my sternum tattoo soon and I’m considering my options. My current tattoo has bad line work and I am curious if this is something that could be altered to look better or should I consider a cover up? 

The tattoo is 4 years old and the bad line work/unevenness drives me crazy.

No, you can't fix bad line work. All you can do is make sure you don't make the same mistake twice.

I wouldn't worry about that tattoo. I've seen many, many more that are far worse. Just look at it at a high level, don't look at every detail. I say this at least once a week - you start fooling with a tattoo like that, you're far more likely to make it worse than to make it better.
