A full sleeve would be twice as much as a half sleeve. ;-) Don't cheap out, don't rush or you'll wind up even more unhappy. I always get anxious when people start asking "how much." It's usually followed by "how do I fix this."2 points

that's a bummer! i second everything @cyoonit123 said. do some research and find a great artist. with the right effort, you'll find that there's more than enough great tattooers who are also great people. you should be able to rebuild some faith in tattooing pretty quickly!1 point

PICO or Q-Switched laser? I had a small black tattoo lasered a few years ago. It didn't respond well at all. I did six sessions over the course of a year with a Q-Switched laser which was the only type available in my area. After six sessions, it was finally light enough for up for a coverup. Good luck!
