It's still raised. When I touch it I can tell where the tattoo is... There's no new layer of skin covering it like there is with my other tattoos

I have a tattoo of Gunter the penguin from the show adventure time... I got it on the inside of my arm I guess my forearm... Around April 2015. I did everything the artist told me to do, but it's still raised and the colours are very spotty in some places. Should I get it redone?

I got my adventure time tattoo this past April... It's still not healed. Did I do something wrong? I used aquaphor, lotion, and cleaned it with tattoo goo but it's such a weird colour and it's all spotty in places. Do you think I need to get it redone? Sent from my iPhone using Tapatalk
