I picked this one up today from a relatively new artist...Dakota Parker from American Classic Tattoo. I couldn't be happier with my experience or how it turned out.
The lining was done with an electric and the fill was done with a rotary.

Finally finished. This one took about 25 hours. The artist asked me if I liked it. I told him yes. He said good, because you're stuck with it now. No panther is going to cover this thing. Ha!
The colors are brighter than what I expected, but they are growing on me. Overall, I'm pleased with how it turned out.
The coolest part about this experience, is that I feel like I can just go down to the shop and hang out and have some beer and pizza with these guys. It's a really fun place to hang out and I'm definitely going to get more work done by him. But the artist knows I'm also getting pieces done by others in the area. He recommended several to me.

Here's a tattoo that's still in progress. So far, I've had two sessions (11 hours) in two days.

I got this one finished today. I was told that the green in the buoy will settle down in a day or so.
The artist is Papa Joe in Boise, ID.

I had these done last November. It was a fun tattoo to honor my kid.

And now for something completely different.
I had this piece done on Saturday. It's a tribute to my pet Sun Conure. Done by Papa Joe Dawson. His lines can be a little quirky sometimes, but that's partly why I like his work.

This is Sophie, my wife's Persian. She likes to yowl at 3:00 am. I like her the rest of the day, but I hate her at 3:00 am.

Any shop can set up their pricing any way they want.
Once you've determined which artist you want to proceed with, your discussions with the shop manager should only be when you can sit in front of that particular artist (and what the cost would be). If the shop is trying to tell you that they are going to decide who is doing the tattoo then you are right to walk away.
If you want a consultation with a particular artist, and if that artist is popular - you may have to make an appointment to get just that part accomplished. Not all artists do walk-in consults.

I picked a buoy, but I like being alone, so it has a sun and tropical island in the background. You could pick a stormy sea and lightning to represent fear.
A clipper ship could also represent that.
