I go to Darkside Tattoo in Grand Forks. They have three really good artists (Bryon, Brown, and Roy) and a couple more that I'm not quite as impressed with.

i can't see the tattoo you want covered up, but i would suggest a tattoo of a man. with a big black beard.

The shop Aloha Monkey comes to mind with the tattooer Josh Arment.........he also gets some good guest spotting tattooers from all over

Though the best way to get a good cover-up tattoo is find a great shop and tattooer show them in person and trust their years of experience as they offer feedback on what to do
