You can either pay the money and get it tattooed there or go somewhere else. Bargaining will get you nowhere. She may not have realized it was going to be so complicated or difficult to rework until she started working on it.

Just let it heal. I don't use anything on mine—I just keep it clean. Mine all heal fine. All tattoos are different, and it just looks to me like you are futzing with it too much.

If you go to a reputable tattoo artist, touchups are free (except you should tip them). Talk to the artist. You can't "fix" it at home. The ink has fallen out.
Also, it doesn't look fully healed yet. It isn't a month and done. Give it some more time, then go see the artist for touchups.

Trash polka is red and black. That bottom tattoo is more watercolor mixed with ... something else.
I'd find a good artist and talk to them about it. They will have to work on drawings and placement.
